The Floating Population Management In Urumqi Tianshan District Of Xinjiang Province

With the rapid development of urban social economy and the continuous improving level, population have been flowing into the city with an inevitable trend. Tianshan District as the center of Urumqi City, has been an important settlement of floating population. It is very important for social stability and long-term stability to research the floating population management. First of all, this paper studies the present situation about the floating population management of Tianshan District. Secondly, it analysises of the characteristics of the floating population, and studies on the floating population facing the situation and the existing problems. There are two aspects of the problem. On the one hand, the floating population management is facing a more complex situation such as the "three forces of destruction" existing for a long time, the low quality of the overall floating population, the difficulty of education and management to the floating population and so on. On the other hand, there are many problems for the floating population management of Tianshan District. It is mainly for backward concepts of the floating population management, not clear enough duties, the lag of laws and regulations and the low management efficiency. Finally, it puts forward to strengthen the floating population management of countermeasures and suggestions in Tianshan District. We should change the work idea, and treat them with inclusive attitude. We also should Strengthen the mechanism construction and the laws and regulations, so we can promote the legalization of the floating population management. At the same time, we should promote the implementation of the work, in order to improve the efficiency of the floating population management.
