Floating Population Family Planning Management Research

Since the reform and opening, with the rapid development of economy and urbanization, the formation of the large-scale rural labor, cross regional flow, produced a "floating population". The emergence of the floating population, on the one hand, made a contribution for the economic development, but also brought pressure to the society management includes the management of family planning.Wujiang, as a good economic area in southern Jiangsu, made great progress in population development, after more than ten consecutive years of zero population growth and negative growth, effectively control population growth, population quality has greatly improved. Influx of floating population, however, and the number gradually close to the registered population and family planning management of Wujiang to bring very great pressure. At present, the family planning management of floating population has become the stable low birth level at the present stage, we will comprehensively address the issues of population, and promote social harmony and development of important factors. In this paper, based on the above background, taking Wujiang as an example on how to improve and strengthen the management of family planning among the floating population were studied.Research methods of literature research, comparative research and data analysis are used in this paper. This article through the data collection and processing, and combining the theory of population and family planning, public management theory and the theory of equal basic public services, etc., from analyzing the present status, characteristics of Wujiang area of the floating population, review in recent years the Wujiang area of the floating population family planning management of specific measures, analyzes the current weak link of management under the new situation and shortcomings, draw lessons from the MSI organization and Ningbo, Guangzhou, Wuxi and other places of advanced management experience, and how to further strengthen and improve the Wujiang area of the floating population family planning management is studied and discussed.Wujiang District migrants inflows mainly from other provinces, more frequent, the level of education of floating population has been improved, but the concept is still relatively backward. Wujiang area of the floating population of birth population has been more than the population of a few years, sex ratio, is gradually increased, the proportion of married women of childbearing age. Wujiang area present problems with incomplete information acquisition mechanism of the floating population, comprehensive implementation is not enough, the floating population family planning services and the demand is still a gap and so on. To solve these problems and the characteristics and needs of the floating population in the new period, this article actively explore accords with the practice of wujiang area of floating population management service measures, put forward by strengthening target responsibility appraisal, create demonstration work, perfect the safeguard and so on ways to improve the work mechanism; By improving the overall coordination and regional cooperation deepening comprehensive management; Through the implementation of the equalization services meet the needs of floating population to high-quality service; Through innovation of social management way to promote new citizens social alignment, implementation of the floating population of self management, self education and self service.
