Research On Grid Management And Service Of Family Planning For Floating Population In Nanhai District, Foshan,Guangdong

With the continual development of China’s economy and society, populationmobility becomes increasingly frequent than before under the beneficial environmentof constructing service-oriented government and harmonious society, which leads to asharp growth of the floating population. As for this reason, family planningadministration and service for floating population gradually becomes a key anddifficult point in family planning work. As floating population migrates frequently,administration and service for floating population becomes difficult to implemente.Based on the current situation, family planning departments across the country areexploring effective ways to promote family planning management and services forfloating population. There are also plenty of researches in academic circles withregard to this aspect.However, few of them apply grid management to promote familyplanning administration and service on floating population. Grid management isestablished based on the ideology of computer network. In concrete terms, gridmanagement and services for floating population makes use of grid managementconcept to integrate family planning management and service for floating populationin the scope of government’s grid management. Currently, there are quite fewresearches related to grid management and services on family planning for floatingpopulation. In this paper, according to the empirical research method, gridmanagement and services of family planning for floating population in NanhaiDistrict, Foshan, Guangdong is taken as an example, proposing countermeasures forgrid management and services of family planning for floating population.Argumentation section through data analysis in this article mainly analyzescomposition and current situation of family planning among floating population inNanhai District, Foshan, Guangdong, discussing the content and feature of grid management and service mode of family planning for floating population in NanhaiDistrict, Foshan, Guangdong, and analyzing existing issues and causes of gridmanagement and service of family planning for floating population in Nanhai District,Foshan, Guangdong. Nanhai District, Foshan, Guangdong has large number offloating population and married women of childbearing age. The structure of floatingpopulation is quite complicated, of low educational level, as well as weak awarenessin prenatal and postnatal care. Currently existing family planning grid managementand service for floating population is undertaken by staffs of township (street office)community with supervision, administration and guidance performed by speciallyappointed personnel in specified area. Management and service is implemented byvillage (community) and industry (processional market, enterprise) by area (grid).Grass-roots grid officials directly administrate the service, and report issues tosuperior officials. Information management is promoted. Propagation of familyplanning knowledge and procedure guidance is enhanced. This management mode hasthe following characteristics: each department operates independently withoutcommunicate with each other about the information of floating population; the familyplanning service provided by the grid officials is limited; the family planningcommitee operates independently. Based on the above operation mode and feature,family planning grid management and service for floating population in NanhaiDistrict, Foshan, Guangdong is faced with the following issues: I. The existing systemis unable to conform to the social administration reformation requirement ofservice-oriented structure, diversified co-governance, and participation of the public.II. The role of gird is not fully brought to play. III. There is no unified populationinformation platform formed. IV. Supervision and administration system still needs tobe improved.Upon the analysis on current situation, feature, existing issues and caused offamily planning grid management and service for floating population in NanhaiDistrict, Foshan, Guangdong, drawing on the experience of floating population familyplanning administration--“grid management and group service” in Zhoushan,Zhejiang, as well as experience of grid management and service Dongcheng District, Beijing in family planning for floating population,the below suggestions are proposedin allusion to existing issues: constructing large grid management and serviceplatforms; establishing information platform and work mechanism compatible withlarge-grid management and service platform; normalizing the hierarchy of grid,establishing standardized grid management process; enhancing team construction,replenishing service content and expanding service function; establishing scientificevaluation and assessment system.
