Improving the scientific literacy of citizens is not only the requirement of the new era of society, but also one of the important tasks of the state. I believe that education is the fundamental way to promoting the civic scientific literacy indirectly. I believe that education is the fundamental way to promoting the civic scientific literacy indirectly. But now, with the method of building students throughout the single-plank bridge entrance, the level of scientific literacy of students is generally low. I deem that in chemistry education, Chemical research learning has the advantage richly endowed by nature on improving the scientific literacy of students. This study uses some research method to study on the domestic and foreign research situation of chemicalanalysis, finding out that there is short of systematic demonstration researches on the study of high school chemistry learning about improving the scientific literacy at home and abroad. At the same time, by combing concepts of the chemistry research study and scientific literacy, there comes that: Scientific literacy is mainly refers to the public to master scientific knowledge, uphold the scientific spirit, scientific attitude and scientific method, objective and rational view and handle various affairs ability level.Scientific literacy makes people seek truth from facts, to seize the essence of problem definition, to explain the phenomenon, make judgments, take action.Byrespectively analyzing on the study of high school chemistry learning as a carrier of the self value and tree metaphor" model analysis on the basis of the relationship between two, and with the analysis and contrasts to the other learning activities and modes, this study demonstrates that the high school chemistry research study has the advantage richly endowed by nature to improve the scientificliteracy of students and is the important carrier to comprehensively improve the scientific literacy of students. Moreover, by using research methods of qualitative analysis and summarizations,and by making framework of implementation to improve the scientific literacy of high school chemistry learning.Then,this study aims at paying attention to update ideas in daily life,facilitating students with conceptions of STS education,improving them from the "doing" in the research and exploration, discussing results by brainstorming,and mobilizing the whole of evaluationways or applying the comprehensive chemical research learning mode——combined with HPS scientific education models to promote further the development of scientific literacy of students.
