With the rapid development of urbanization, the urban traffic problem is increasingly serious, and the traffic congestion which caused by commuter traffic congestion is one of the most prominent problems in city traffic. As city residents’ important activities, commuting has been one of the focuses of the urban geography academic research. With the advent of the era of mobile information, MICT which are characterized by the use of mobile Internet have infiltrated into people’s life in all the fields and profoundly affected the mode of urban residents’ living, employment, social contacts, travel, shopping, entertainment etc. How will MICT affect the commuter travel is worth studying. At present, the current domestic research of commuter travel remains to be further in-depth, and the research of relationship between ICT and travel is mainly in theory, for lacking of the empirical study of micro scale individual’s commuter travel and ICT, which is basically still in the blank. Therefore, from the point of micro scale individual’ behavior, studying the commuting characteristics of urban residents under the influence of MICT and the influence of MICT on residents’ commuting characteristics, has important theoretical value and practical significance.The paper first reviewed the domestic and foreign research on commuter, ICT and residents travel status, the impact of ICT on residents’ travel behavior perspective, and combed with the related theory, as the theoretical foundation of the article. The paper choose Nanjing as empirical research cases, based on the data of the investigation of the behavior of the mobile information, analyzed the space characteristics and general characteristics of urban residents; constructed the residents’ mobile information indexes. And then based on mobile information indexes and social-economic characteristics of the people work in Nanjing, using Clustering analysis, the paper classified the samples to four groups and study the characteristics of each group. Finally model assumed by Structural Equation Model theory to examine the impacts of MICT on commuting behavior, at the same time, the paper explored the relationship of the way of commuting distance, commuting time, commuter satisfaction at the same time. At last, based on the above research conclusion, from the point of the smart transportation construction, the paper put forward relevant policies and measures, in order to reduce the perception of residents commuting time and improve the resident commuter satisfaction, which can improve the city traffic system and guide urban living space balance.The paper has got the following conclusions:(1) Mobile information and communication technology (MICT) has significant effects on the perception of commuting time, and residents with higher mobile information indexes will perceive shorter commute time. (2) MICT has a significant impact on residents’ commuting mode choice, where there was a positive correlation between them. (3) The higher mobile information indexes of the residents are, the more they uses mobile devices during commuting trip; (4) Commuter who has higher Level of activity of mobile application wil perceive shorter commute time; (5) The impact of mobile network activities which residents did during commuting on residents’ non commuting travel is unclear. (6) Commuting satisfaction is mainly affected by the commuters’ perception of commuting time.
