For the past new years, with rapid economic and social development, the compulsory education developments of our country have also made great achievement. However, affected by the division of economic and social management institution between urban and rural, compulsory education still have many problems and shortcomings in the balanced development between urban and rural areas.At present, So many local education in china are increasingly polarized, It vastly constrains the balanced development of education between city and countryside, and also block the sound development of education in China. Compulsory Education is the base of education business, It is in the basic position in education system, meanwhile, As a public product, It’s public welfare characteristic decides it’s must choose the balanced development strategy. To provide the right and equal opportunity of education for all of children is basic requirements to achieve social fairness, and it’s also our government’s responsibility.The government of ChengDu in line with “Global ChengDu ” idea,since 2003, They reform urban-rural planning With “Three Focus ” at it’s core, base on “Four Projects”, with the aim of “six integrations”. It got lots of experience and remarkable results from promote balanced development of compulsory education in country, and it has formed a new mode can suitable to the local situation with unique characteristics, It has reduced urban and rural compulsory education’s gap effectively. So it has practical value and practical significance to research the policies of balance urban and rural compulsory education.This paper base on education equity theory and the concept of scientific development theory, Analyze the practices and experiences of balance urban and rural compulsory education development in ChengDu recent years, summarize the experiences of the system reform of compulsory education development. Find some problems in process of balance urban and rural compulsory education development, and make some suggestions about Related policies and the direction of financial deepening reform.
