In the 1970 s, Professor Macmillan of the Harvard University put forward the conception of competency,causing the wide attention of scholars all over the world. In recent years, the theory of competency in academia has developed rapidly in our country, which has been widely used in every industry. Similarly, the competency theory can also be applied in the teacher-training.On the basis head teacher’s competency structure of primary school,it can make the training more scientific, pertinence and effectiveness, which to enhance primary school teacher in charge’s competency and strengthen the construction of the primary school head teacher in charge in China.This research mainly uses the job analysis method and questionnaires,and mainly through the job analysis to understand the teacher’s primary job responsibilities and possess competency.And based on the basic theory of the iceberg model or onion model competency model will be divided into primary school teacher competency in knowledge, skills, abilities, motivation and attitude altogether five dimensions.Through self questionnaire "primary head teacher competency questionnaire Training present situation",in Dalian, Hulunbeier of 8 primary schools is object. Competency structure from primary school teacher has divided dimension, namely, knowledge, skills, abilities, motivation and attitude. And training from the present situation, effects, evaluation of training content, training methods and training of teachers in the three aspects of the investigation.200 questionnaires were distributed and 198 back, removing 14 parts invalid questionnaires, 184 valid questionnaires were obtained,the effective rate of 92%.Through questionnaires can understand some of the problems of the current primary school teacher competency training exist:In terms of training the effectiveness of the training is not high,in training content respect diversity is not enough,in training teacher targeted is inadequate. So, this research from the training needs analysis,program development,implement and evaluation of training effectiveness training process to improve the training of primary school teacher. On the one hand,detailed exposition of the primary school teacher training needs analysis based on competency,it emphasized the primary school teacher competency-based training needs analysis features,including focus on deep competency’s training and development, competency of the generation process,the core is to find the gap with the general class of the outstanding teacher.On the other hand,through questionnaires training content,method and training-teacher, which analysis and discussion the results obtained as the cornerstone of the development of training programs.It can make the develop training programs more reasonable and scientific.
