The problem of rural left-behind children has evolved from family affairs into social problems;the problems are becoming more and more complex in the process of urbanization.Focusing on the research of care service system for left-behind children in rural areas is not only in the need of solving the social problems,but also the application and exploration of public governance theory.This paper is based on the investigation of care service system for left-behind children in three rural primary schools and combined with the research of rural left-behind children of Chuxiong since 2011,which summarized six outstanding problems:the number of rural left behind children in primary school is huge;minority ethnic groups account for a certain proportion of rural left behind children;most rural left-behind children are raised by their grandparents;majority of the rural left behind children have weak support environment for their physical and mental health growth;most of the rural left behind children have weak supportive environment for their intellectual development;majority of the rural left behind children develop bad morals and lack a strong nurturing environment.The paper analyzes the causes of rural left behind children from the following aspects:the income gap between urban and rural areas has led to a large number of migrant workers left behind in rural areas;imbalance of family income and expenditure and institutional inertia restrict rural left behind children to follow their parents into the city.The essay analyzes the reasons for the lack of caring service for rural left behind children in primary school in Chuxiong for the following aspects:lack of government policy and lack of economic support affect the quality of care services;the development of social organizations and social participation are low,affecting the scope of care services;poor communication between family members and lack of affection for family members affect the effect of care and service;the school official support and the teacher's attention are insufficiency,which affects the level of service.After summing up the three schools' situation of caring services work in the past year,the framework of the service system for rural left behind children in primary school in Chuxiong was put forward:government led,precise care,financial security;strengthen the organization and nurturing social workers,full play to their advantages;family cooperation;change ideas and positive action;schools attach importance to,teachers and students to participate in,and actively encourage.This paper summarizes and constructs the care service system for rural left behind children in Chuxiong primary school though public governance theory,not only has the important practical significance to carry on the service for the rural left behind children in Chuxiong,but also enriches the governance theory,which contributes to the localization research of the public governance theory.
