College teacher evaluation system is the core of university personnel system atpresent. Realization of the rational allocation of teacher resources is the final purpose ofevaluation of university teachers’ teaching ability, which is achieved by using themethods of evaluation model, index and the guiding function and management functionof evaluation of university teachers’ teaching ability. College teacher evaluation systemmay ensure the implementation of strategic target of the university, and meanwhile, maydirect the development of teachers’ occupation career and the comprehensivedevelopment of college teaching activities. It is said that evaluation of universityteachers’ teaching ability is the priority of overall evaluation work as the result of theinvisible working property and the sophisticated labor attributes to university teachers.That is to say, it is the complex systemic work to establish the evaluation index systemof university teachers’ teaching ability, especially against the demand the of talentperson and technology innovation. The evaluation index systems which may promotethe training of talents and conform to the rule of teachers’development, and embody thepersonality and characteristics of university running and management have becomeimminent. Over the years, academic field have pay more attention to the research onuniversity teachers’ evaluation index, while those study are lack of breadth and depth.Most of the studies focus on general, common problems, and put less attention onresearch of single index and special research for teaching ability. Nowadays, study onthe evaluation index of university teachers’ teaching ability is scattered, simple, and lackof general applicability and systemic research. So this paper mainly revolves around theconstruction of evaluation index system of teachers’ teaching ability and conductssystematically study. The paper can be divided into five parts:The first part is the introduction, it systematically introduces the background andsignificance of this paper, summarizes the research status at home and abroad onevaluation index of university teachers’ teaching ability, and the research methods andinnovative points are introduced. The second part is the theoretical foundation of the paper. In this part, the coreconcepts related to the construction of the evaluation index system of universityteachers’ teaching ability are presented, and the Iceberg model which is the theoreticalbasis for evaluation index system is explained.The third part is the analysis of the existing situation of evaluation index system ofuniversity teachers’ teaching ability in our country. Comparing the above study andcombining with a questionnaire survey, establishment problems of evaluation indexsystem of university teachers’ teaching ability was figured out, and reflected the currentresearch progress.The forth part is the brief introduction of evaluation index system of universityteachers’ teaching ability abroad. Evaluation index system of university teachers’teaching ability started early and developed rapidly in North America, Europe and Asia.This part summarizes the evaluation index system arrangement and index weight settingof those areas, providing a broad scope for the study of evaluation index system ofuniversity teachers’ teaching ability at home.The fifth part is the core part of this paper. Based on interview and questionnairesurvey and Iceberg model, drawing on the successful experience of the evaluation indexsystem of foreign countries, this part rebuilt the evaluation index system of universityteachers’ teaching ability. And at the same time, this part imported two implicit qualities,namely, basic teaching literacy and teacher’s personal summary and plan and otherimplicit indexes, through which conduct more reasonable and objective evaluation ofteachers’ teaching ability. At last, the author puts forward the reform proposals forevaluation index system of teachers’ teaching ability from the macroscopic andmicroscopic.The sixth part summarizes the research topic and research results of this paper,pointing out the shortcomings and modification direction of this paper.
