The Exploring Research On The Openness Index Of The Immigrant City

From 2000 to 2012,the number of the flowing population in China increased one hundred million,from one hundred twenty two million to two hundred twenty two million.In the end of 2013,the number of the flowing population was two hundred forty five million,increasing by thirty two million,eighteen percent of the China’s total population.The phenomenon of the population flowing and the increasing flowing population has driven some attention. The popular research on the flowing population mostly makes the population as its researching object, investigating the living condition and the social integration of the flowing population as well as the factors which could influence the social integration.This research defines the city in which the percentage of immigrant in the permanent population is beyond thirty percent as the immigrant city.Both Guangzhou and Shanghai are in line with the given definition.This research regards the immigrant city,Guangzhou and Shanghai to be the object,and tries to establish a index system to measure the opening level of the immigrant city.This index system includes three primary indexes :national restriction, market restriction and social restriction, five secondary indexes:national systematical restriction,non-national systematical restriction,employing unit systematical restriction,non-employing unit systematical restriction as well as social discrimination,fourteen tertiary indexes:householder register getting restriction,job restriction,social protection restriction,housing restriction,child education restriction,recruiting systematical restriction,training systematical restriction,transferring systematical restriction,ability discrimination,public moral discrimination,family moral discrimination,career moral discrimination,policy discrimination and general discrimination. With the index system above,this paper tries to measure the opening level of the immigrant city in the way of measuring the opening restrictions of city through three different levels, including the national level,market level and social level.The vertical comparison finds that the opening level in the market level is biggest,and the opening level in the social level is bigger than that of national level,which means that the recognition and reception of market is the best for the immigrants.The horizontal comparison figures that the opening levels of all the three levels in Guangzhou are bigger than that in Shanghai.Therefor,this paper brings to a conclusion that it is much easier for the immigrants to integrate in Guangzhou.In addition,this paper also gives some advice to prompt the immigrants’ integration in city.First,the governments should improve the public policies and equalize the public resource as well as the public service.Second, the employing units are supposed to improve the ability assessment system and selection mechanism.Third,in society,we could build up interacting and inter-helping platforms for the natives and immigrants to communicate with each other and know each other better.
