" Education is the first of development and teachers are the first of the education." With the rapid development of national economic, education has priority in national development strategic position, but because of the urban and rural education gap is larger, especially in the poor rural areas, there are still many problems, the shortage of school subjects such as sports, music teacher vacancy, teacher idea backwardness, serious problems such as lack of post-career training and knowledge update slow, must cause the rural basic education development lag, the education quality is relatively poor.Based upon this situation, in 2010 the country had already implemented the " the national training projects of primary and secondary school teachers " (also referred to as the " national training plan "). it was the first time to emphasize the implementation of replacement of off-time training project for the backbone teachers in the central and western rural areas.The replacement of off-time program is to select high level training institutions, to combine assemble research and off-time teaching practice, and organize normal college students to undertake assist teaching in rural areas and replace rural sports backbone teachers to training learning off-job training learning for three months. By reading a large number of relevant books and academic papers, analyzing research results, and at the same time making a comprehensive survey of the effectiveness of sports discipline " national training plan " about replacing off-job training project in Henan province, and the application of training aspect, maintain that the current replacement off-job training project in Henan province has obtained the some effects, moreover it is beneficial for the training, the teacher education attainment, learning new skills, new concept updating aspects, but it still has some problems:such as the enthusiasm of individual teachers’participation in the program, knowledge cannot be well applied to practicem, government’s support for replacement off-job training teachers is not high, training teachers’ follow-up tracking is lacking, there is a hidden trouble in field intern security issues. To solve above problems and combine with the characteristics of training teachers in Henan province, to meet training teachers’ training needs, for the corresponding training requirements, the government should formulate corresponding policies and incentives to participate in training teachers, establish communication website and training units and participate in training teachers’ follow-up tracking, to ensure the safety of the field interns internship.
