The employment question of high school graduates has been concerned with economic development,livelihood’s improvement,social stability.With the growing economic development and deepen reform,our country has been improving the investment strength of talent training.Since 1999,high education institutions have been expanding the enrollment quota in China,more and more students accepted the higher education,and the higher education took the ‘Elite’ over the‘Common’. But meanwhile it became social focus gradually that more and more college students are unemployed because of the dramatically increasing graduates.In 2012, it is the first time that the employment problem of graduates was put in the first place according to government work report,which reflected thoroughly its importance and urgency. 2013 was called ‘the hardest employment year’,which became the event as far as people’s oriented and livelihood concerned. In 2014,graduates increased to 7.27 million.Graduates’ employment work allows of no delay. Recent years,government rolled out a series employment policies in order to relieve employment stress,promote economic development and achieve effective allocation. In November 2013,Ministry of Education issued‘Notice on establishing the report about graduates employment quality’required colleges to make employment quality report and consciously accept social supervision,in order to evaluate comprehensively the implementation of the colleges and universities implement employment policy,social supervision can be accepted and perfect employment evaluation system can be established in face of the social earnest attention.This report focused on analyzing the graduates’ employment security policies.Firstly,according to market supply and demand matching theory,graduates’ employment also main depends on market’ supply and demand and Its balance,so government published college students employment security policies.These policies can be divided three aspects:supply security policy,demand security policy and matching security policy.What’s more,government listed all employment policies.Secondly,government are intend to learn about the need of graduates employment policies.Under this condition where the characters of college students and society are be fully considered,taking respondents’ characters、will、skill and sense of policies as basis,then,analyzing the employment security policies order that college students need.Thirdly,government choose top four as study objects to inspect the influencing factors.they are‘providing employment information、providing personnel labor grantee agency service、providing jobs、providing employment skill training policies’.It is helpful to establish model to analyze what is the factories.Finally, according model and analyzing,we can realize that employment policies is important for graduates.And people can offer reasonable advice on promoting supply security policy、demand security policy and matching security policy.
