Abstract/Summary:
The staff delegates congress system is an important part of the democratic management system in Chinese colleges and universities, and also a basic form of staff participating in the democratic management and supervision. The related laws promulgation is not only the further affirmation to the function and status of the staff delegates congress system, but also is an important measure to improve and perfect the staff delegates congress system and operation. The staff delegates congress system is an important content of the modern university governance. It is also an important assurance which depends on staffs to run a school wholeheartedly. In recent, the university staff delegates congress system is perfecting, and the operation of the system is also constantly to become mature. But during the operation of the staff delegates congress system, the staffs as the subject participating in the school democratic management, the problem of staffs’ effective participation exists commonly for a long time.I take the staffs’ participation of the university staff delegates congress system as the research object, using the observation method and interview method to observe the system operation of the case university. At the same time, the present situation of staffs’ participation in the staff delegates congress is investigated. The purpose is to reflect on the problem of staffs’ democratic participation of the university staff delegates congress and to improve the staffs’ participation system of the staff delegates congress from the perspective of the procedural justice. Some relevant concepts are defined, and the theory of procedural justice is cleared up in this research. Based on the theories of procedural justice and university internal governance, the system point is used to analyze the problems of the staffs’ participation through the analysis of cases. The problems are mainly in three aspects: the insufficient of representatives’ participating initiative;the insufficient of staffs’ participating conditions, and non-equivalence in the extent of mastering information;the deficiency of staffs’ participation opportunity and the deviation of field to participate. Consequently, it is necessary to improve the staffs’ participation system of the university staff delegates congress. The specific ideas includes, normalizing the content of the university staff delegates congress system to realize the depth and breadth of the staffs’ participation; improving the form of the university staff delegates congress system to guarantee the opportunities and conditions of the staffs’ participation. The essence of the university democratic culture determines the university democratic system. In fact, democracy is also a kind of culture. Therefore, from the culture of democracy system, cultivating staffs’ belief in the university staff delegates congress system, and the managers’ awe to the university staff delegates congress system are raised. The university staffs’ democratic awareness will be improved in essence, so as to assure the staffs’ dominant roles to perform democratic management and democratic supervision, and then to promote the democratic governance of universities and to manage the universities by law.
