Citizens with scientific literacy is one of the main sustaining strength for the development and progressing of a country, is one of the premises of improving the comprehensive strength. So elevating scientific literacy of the citizen of the nationality means that elevate the overall comprehensive power of the nation.Chemical literacy is a hypogyny conception of scientific literacy, citizens with chemical literacy can soberly solve the scientific problems encountered in daily life by considering the problems with scientific method, Applying scientific methods to solve problems, thus the outlook on life and values can be promoted. The cultivation of the chemical literacy of citizens is not only located in elite education, but The cultivation of the chemical literacy of citizens is positioned in popular education.The author selected the cultivation of young citizens’chemical literacy as the topic,with reference to the Mille’s three dimensions for scientific literacy assessment, and the author combined the Mille’s three dimensions with the actual situation of Chinese young citizens’chemical literacy cultivation and training.Young citizens’ chemical literacy can be divided into three dimensions,which are the way of thinking, the using of concept and chemistry and life.Through the analysis of 150 sampling questionaires, there are higher correlation between the the young citizens’ chemical literacy and the age, professional, and level of education, then working out the corresponding measures to cultivating young chemical literacy.To cultivate young citizens’chemical literacy,teachers’comprehensive quality and teaching methid are the main affected factors. Chemistry teacher should pay more attention to cultivate the students’chemical scientific thinking methods, to cultivate the students to have the scientific operation ability, to cultivate students to view social life on scientific outlook and values.
