Study On The Funding Management Model Of University’s Longitudinal Research Projects

Science and technology are the primary productive forces and science and technology innovation is the driving force for the sustainable development of national economy and society. Research funding is essential for knowledge production, science and the technological, and is one of the material basis for research activities.With the continuous development and expansion of the education in China, it is showing a significant growth in the amount of research projects leaded by colleges and universities, which as a result, brings a great increase of research funds. However, the management of research funding directly determines the management of research activities. Therefore, the college and universities’finance management is facing a new topic that covers how to correctly understanding the importance of strengthening the research funding management, analysis of the problems that faced by research funding management, building a scientific and integrated model for research funding management, improving the efficiency of research funding, and reinforcing effective measures for research funding management.This paper not only introduces the current model of research funding management of western developed countries, but also analyzes the existing models of longitudinal research funding management of China and its relevant laws and policies. Moreover, by means of self-practice, massive reading, experts interviewing and comparison-analyzing, etc., this paper makes an in-depth analysis on the major problems lying in the current practice of longitudinal research funding management of China, including problems in budget preparation, budget execution, expense accounting, performance evaluation, and management supervision. It also puts forward new ideas to strengthen the longitudinal research funding management, as well as planning and designs of a new research funding management model which including new budgeting credit rating and dynamic adjustment, research management and research funding management integrated, sub-examination and management supervision, fixed-assets recycling and so on for our colleges and universities based on abundant reading of documents, communications and discussions with some scientific research project managers, self-work practices, using principal-agent theory, coordination theory, total budget management, and internal control theory.
