"Peace and development" is the two themes of the world today, but since human appeared, it has not stopped to right for the marine rights. Since the implementation of the "United Nations Convention on the law of the sea", the ocean development plan was rised to national strategiclevel by developed countries. Over thirty years reform and development, china’s emphasis on the Marine rights and interests are also rising, but still relatively backward compared to developed countries, especially in the marine rights education for primary and middle school students.In this regard this article on the basis of the development of the maritime rights and interests of twenty-first Century, explains the concept of relevant maritime rights and interests, and with the questionnaire survey and the interview form, preliminarily understanding the knowledge of the high school students in marine rights and interests and the problems in teaching; and then propose the guide teaching method to improve the problems in teaching; finally from the macroscopic aspect put forward some countermeasures to solve the problems existed in the marine rights and interests.
