The party’s18report describes "comprehensively improve the people’s living standards," the profoundly pointed out that "the2020equalization of basic public services to achieve the overall goal," and as the focus of livelihood projects stand out. This strategic objective, a direct relationship to deepen reform and fully completed comprehensive well-off society in general requirements, improve the socialist market economy is directly related to the institutional, construction of a direct relationship between the transformation of public service-oriented government, a direct relationship between social justice and to achieve the goal of improving people’s livelihood. As one of the equalization of basic public services, an important part of basic education related to the national equalization basic qualities, related to social harmony and stability, related to the nation’s future development. Especially in the new era, with comprehensive deepening of reform into the deep water, the crucial period, in the face of non-equalization problem areas, urban and rural, intercollegiate, floating population, resource allocation, and how to build socialism with Chinese characteristics, basic education system has been become an important practical issue to be studied and solved.Eighteen years, especially since the Party’s mass line educational practice activities, our government’s public service awareness and the ability to significantly enhance both the quality of service or the total amount of services are largely improved, however, by the eastern and western economic region, urban-rural dual structure, focus and non-focus intercollegiate difference and mobile population and other factors, the focus of the problem caused by the equalization of basic education has become increasingly prominent, seriously hampered the sustainable development of the country’s various undertakings.In this paper, the social cost theory, public goods theory and welfare economics theory as the theoretical basis of the analysis of the equalization of basic education development problems, and proceed from the experience of developing countries in basic education and enlightenment, exploration and research of the equalization of basic education institutional measures. Hope through effective government policy guidance, appropriate control even the gradual elimination of regional differences in basic education, rural and urban, inter-school, providing roughly the same basic education services for the community people, to share fruits of economic development to ensure and promote social justice and socialism construction to provide a solid spiritual and material security, and ultimately the people of the comprehensive development and social progress.
