After the first time industrial revolution, the knowledge economy has become an invisible force; promote the development of the country, but the real core of knowledge-talent, which getting along with the economic development of countries around the world become a core element of competition. How to achieved considerable economic development and get the best advantage in the economic competition, the key is the development of talent. Which is not only European countries compete for talent to make a positive response, formulate a effective strategies, the developing countries also began to actively encourage domestic enterprises to respond the competition for talent. Talent is the key of scientific and technological development, which is the most effective way to promote healthy economic growth. So, economic development is training person,is stimulating people’s wisdom and positive guidance, and successfully into economic production. Faced the essence of business competition, introduction of talents strategy has become the focus of corporate attention. Chinese leaders have noted the economic laws to encourage the introduction of talent, but in fact, as China’s state-owned enterprises, human resource management has not completed, the concept of talent, processes, methods are problematic. For these reasons, based on foreign enterprises and state-owned enterprises, we do some contrast. After comparative studies, we found the state-owned enterprises has some questions, I also boldly put forward some of their insights and recommendations to help state-owned enterprises find the right strategies to change the concept of talent introduction.
