In this study, female physical education teachers in secondary school in Quanzhou area are taken as the research object. The theoretical and empirical research was done for high school female PE teacher competency from the research perspective based on human resource management, education, sports and humanities and social sciences other theories, focusing on the core issue of "female PE teacher competency" and making use of literature, questionnaire and mathematical statistical and other methods,.First, research results on such issues as the competence of teachers, physical education teacher competency, and the female teacher competency home and abroad are summarized through literature reviews, providing the interpretation of the concept of secondary school female teacher competency. The basic characteristics were analyzed, namely the value, uniqueness, systematicness, dynamics and acquisition, then build the basic theoretical models (KAP pyramid model) of the female PE teacher competency, including the three dimensions, namely, integrated knowledge, teaching ability and personality traits.Second, based on theoretical models, competency entries are collected through interviews and literature reviews, thus preparing female PE teacher competency initial questionnaire and making use of descriptive statistics, item analysis, factor analysis and other methods, conducting the inspection and correction scale structure dimensions and eventually forming a formal questionnaire. Through formal questionnaire distribution and data collection, we use the project analysis, exploratory factor analysis and confirmatory factor analysis and other methods to construct an empirical test for theoretical model.Third, the study results showed that:(1) different school location, titles and qualifications cause differences in female PE teacher competency level in secondary schools;(2) the theoretical model built up through literature collection and the data obtained from empirical collection are basically fit, namely, three dimensions of integrated knowledge, teaching ability and personality traits, specifically covering seven factors like professional knowledge, pedagogical knowledge, practical skills, management ability, innovation ability, self-awareness and value orientation;(3) female sports teachers’innovation ability is generally not high in secondary schools.
