Education fairness, especially compulsory education fair has been the focus of governments and academic circles. Education fairness, is the starting point of social justice, and compulsory education fair, is the foundation of education fairness, is the realization of education fairness at the same time, the most important ways of social justice, and is the inevitable requirement of harmonious development.Since2006, China’s implementation of the new "compulsory education law" and new mechanism for ensuring adequate funding for rural compulsory education, compulsory education balanced development in our country are improved greatly. But due to historical reasons, our country compulsory education still exists problem that the regional and urban and rural development is not balanced. this paper mainly studies the urban and rural balanced development of compulsory education.This article through to the compulsory education policy since the founding of the People’s Republic of China to comb, and fuzhou as an example, analyzes the fuzhou city current compulsory education funds investment is not balanced and unbalanced urban and rural compulsory education teachers and equipped with the current situation of the unbalanced urban and rural compulsory education resources, and from the urban-rural dual structure system, the education resource configuration, the amount and structure of education expenditure and urbanization perspective to explore the cause of our country compulsory education development imbalances. Finally from breaking the urban-rural binary partition system, optimizing the structure of financial input in education, promoting multiple main body participation in compulsory education, and the reasonable allocation of education resources, strengthen the rural teachers team construction aspects put forward the public policy of balanced development of urban and rural compulsory education. Hope to promote the balanced development of urban and rural compulsory education, realize the education fair question can play a positive role.
