In the progress of integration of urban and rural background, due to uneven economic development factors, the increase of people’s income gap between urban and rural areas, education fair is faced with many problems. At present, in terms of economic construction, urban and rural transportation network is more and more developed, the government on the one hand, by continually expand the scale of city counties and cities radiation township rural construction, on the other hand through various policies to develop the new rural landscape, make the rural economy has been rapid development, rural per capita income and rising living standards; However, in terms of education, there are still big gap between urban and rural areas, obvious differences reflected in the educational condition, with hardware and infrastructure gap is big, teachers’quality difference is obvious, education funding and attract society running huge funding gap, etc. Because the city education development condition is superior, the development speed is faster than rural obviously, make the urban and rural education injustice problem more and more serious, the economic development of urban and rural integration has a serious negative effect, deepening the social contradictions. At the same time, with the need of the development of urban economy, a large number of migrant farmers, raise the question of migrant children school education; For city, the influx of a large number of floating population, due to shortage of high quality education resources city, the resulting school selection problem and school lieutenant colonel and outside school, intensify the education starting point, education process and result of education is more unfair phenomenon. The development of productive forces is the motive force of social progress, the development of education degree determines the productivity increases the speed of science and technology. Report of the 17th national congress, education is the cornerstone of national rejuvenation, realize the education fair is the construction of a well-off society in an overall and strategic tasks; The report clearly put forward the party’s 18 "equality", "harmony" is the important content of socialist core values, education fairness is the important of civil equality and social justice, social justice is the important means to realize social harmony. Education fair is the only way to make the overall improve the quality of the citizens, especially improve the cultural level of the rural population, to promote agricultural development and new rural economic development, speed up the process of integration of urban and rural work, harmonious and sustainable development of social civilization. In this article, through reference to eastern and western scholars on the study of the theory of the education fairness problem and countries in the education fairness in the process of practice experience, combined with China’s current education inequality between urban and rural all sorts of performance and the problems to be solved are education fair, deeply analyze the cause of education injustice problem, explore effective public policy of promoting education fairness. In the process of analysis and research, mainly from the aspects of the starting point of education, process and result, and puts forward practical and feasible to promote education fair public policy theory, in order to achieve the integration of urban and rural balanced development of the society under the new situation of education of specific guidance. This paper points out that our government should strengthen the government responsibility, scientific education layout adjustment and innovation, increase investment in education funding, narrowing the income gap between urban and rural areas, making reasonable personnel system, pay attention to vulnerable groups, to strengthen the construction of informatization, and focus on rural cultivation and employment of college students, to develop reasonable and effective public policy, efforts to narrow the gap between urban and rural education, promote the balanced development of the urban and rural education, the process of the practice of the education fair.
