’The Country is established by the talent, the police is governed by the talent and the career is developed by the talent. At all times and in all countries, talent have been regards as the key points and people are delight in talking about them.Nowadays, the talent is the first productive force, with the development of the process of economic globalization, the progress of science and technology change rapidly and the competition of the comprehensive national strength becomes more powerful, the talent, as the most important resource of the economy and society’s development gradually become s the focus of competition. Shenzhen city, as the preface of "reform and opening", walks in the front, and Guangming new area, as the first new district of Shenzhen city, plays a representative and typical role of others. This thesis focus on the main methods and experiences about "introduction, retention and placement of talent" of Guangming new area as present stage by the knowledge and researching methods of public management.with the super ministry system of Guangming new area government as the background. Based on the study of professional and technical personnel and party and government’s talent, it concludes the present situation of talent work and existing problems in Guangming new area, learning from the advanced experience of foreign developed countries and surrounded by the environment of talent policy of china and talent work in Shenzhen city, it puts forward the strategies and method about "introduction, retention and placement of talent" for Guangming new area.First, from the introduction of talents, strengthen personnel carrier construction, improve personnel policy, make full use of social resources, innovative ideas to accelerate the aggregation of talent; the second, From the retention of talent, build a convenient and smooth traffic environment, livable and comfortable living environment, improve public service facilities, gathered effective industry association and efficient grassroots network of talent, the third is from the use of talent, we should improve the mechanism, widen the channel of the cultivation talents, attaches great importance to the employment work of professional titles, optimize the public service system of talent, innovative incentive and evaluation mechanism.
