In the fierce competition, JinzhouNew Area has focused on the talent development policies, concerning innovating the policies, improving the soft environment, and adding attraction to the talentThis paper began with the research of the talent development in Jinzhou New Area, analyzed the specific policy contents of the talent developing, described the background, development goals and necessities ofpolicy-making, and discussed the implementation process and the social effects of the policies. At last put forward the improving countermeasures:Establishing the institution for policy study, and standardizing policy-making procedures; Amending the contents about investment, education, introduction, judgment and service; Focusing on propaganda and communication; Establishing an efficient evaluating system and feeding back the results timely.Based on the background of functional areas development in Dalian, this paper focused on the talent development policies of Dalian Jinzhou Area, attempted to study and evaluate the implement effects, analyzing the existing problems, and proposed optimization solutions. As a result, this research has the positive significance of theoretical innovation, verifying the evaluation methods of the domestic talent development policies.
