The implementation of the “Chongqing Five Functional Areas” strategy marked the northeast Chongqing ecological conservation development areas and the southeast Chongqing ecological protection development areas have returned theirproper position as national key ecological function areas. Serving as Chongqing ecological function areas protecing the blue hills and green streams, accelerating the pace of the ecological civilization construction and thus to realize overall development of the“Chongqing Five Functional Areas” are the top priority of the northeast Chongqing ecological conservation development areas and the southeast Chongqing ecoogical protection development areas.To build talent supporting system of Chongqing ecological reserve’s development strategy is the basic secruity for all districts of the ecological function areas to advance industrial restructuring and upgrading, conduct ecological civilization construction and accomplish strategic goals. Along with constant development of the economy and society in Chongqing ecological function areas, the need for talents especially ecological talents will gradually highlights, and the contradiction of talents demand and supply will become increasingly prominent as well in these districts. Therefore, we need to build a reasonable and scientific talent supporting system to promote Chongqing ecological function areas’ development sustainably.This article has analyzed briefly about the situation and new industrial development pattern of Chongqing ecological function areas through the methods of references, case analysis, comparative study and so on. Futhermore, SWOT anaylysis is also applied int this article to analyze the advantages and disadvantages as well as oppotunities and threats for building talent sopporting system in Chongqing ecological function areas. According to the literature, we noticed that the talent sopporting system has following defections: shortage in quantity, uneven distribution,unbalanced structure, the rate of brain drain is inversely to the utilization rate of talents and so on. We have listed the causes of these problems: lack of competitiveness in government’s policy, brain gain faces difficulties, shortcoming exists in talent development and lack of effectiveness in talent motivation. Aimming at these causes, we have learned from other talent contruction of domestic and foreign ecological function areas to propose in four aspects: improving government’s policy,optimizing talent introduction pattern, building talent development system and innovating talent motivation.
