In 1996, the UNESCO published 《Education——Wealth is inside》, which said "the task of education is to make all creativity and potential produce fruitful results without exception", this goal is more important than all other goals. Placed in the transition of building an innovative country, China has the biggest need for a host of the top-notch innovative talents to provide intellectual and technical support. However, the McKinsey survey in 2005——《In Response to Chinese Looming Talents Shortage)) pointed that a total of 3.1 million college graduates in China is more than twice in the United States, but less than 10% graduates can satisfy the requirements of the multinational company; Chinese undergraduate education paid more attention to books and had no access to practical skills. Therefore, the most of graduates were short of application ability. The above-mentioned shows the problems of talents cultivating is so common and especially the issues of cultivating innovative talents is more outstanding.To get out of the lagging situation of the intellectual quality, Chinese universities bear the brunt of the challenge to carry out long-term exploration for elite education. So, cultivating the top-notch innovative talents has made some progress. But, the level of Chinese top-notch innovative talents has the gap among the developed countries. What’s the main restricting factors in the universities of China on earth? Therefore, this research regards the constraining factors as the core. By making comparison between "The Experimental Plan of Basic Sciences among Top Students" and "Honors Program" as well as exploring the contributions of the Nobel Laureates, this research get the objective foundation for funding the constraining factors.In a word, this thesis is mainly divided into six chapters altogether:The first chapter is introduction which specifies the background, purpose, significance, content and applied method. Besides, this part presents the research status from some perspectives,such as research statistics, connotation study, pattern study and so on;The second chapter focuses on studying the practice of training the top-notch innovative talents in our country. Set the "Experimental Plan of Basic Sciences among Top Students" as an example, this paper chooses Tsinghua School,Yuanpei College and Kuang Yaming Honors School to study the characteristics training idea, students resource, specialized establishment, curriculum construction, teaching system, evaluation mechanism, qualified teachers management and intellectual atmosphere.The third chapter Mainly analyze the model of cultivating the top-notch talents by taking "honors program" as an example in Harvard University, which manifests in the freestyle educational theory, various top-notch students resource, student-oriented system; extensive course structure, comprehensive evaluation system, strict management and superior talent group.The fourth chapter mainly makes a comparative study on culture, idea, students resource, system and other aspects from the external environment and internal cultivation model. By analyzing the differences between experimental classes and "honors program" of Harvard University, this paper can find some problems in cultivating the top-notch innovative personnel.The fifth chapter mainly studies the Nobel laureates’growth experience about the interdisciplinary, teacher-student relations, the best age, non-intelligence factors for talents cultivation. At the same time, by comparing with the present situation of our country, this paper can find the lack in training the top-notch personnel from our country;Chapter 6 is the key part of this paper, which find out main factors restricting the growth of top-notch innovative talents from the macro level——political factors, and cultural factors; the medium level-the disadvantages of basic education and higher education; the micro level——the motivation analysis of teachers and students.
