It is important to train a great deal of top-notch innovative personnel in order to achieve leapfrog development of our socialist and narrow the gap between developed countries and our country in economic and technology fields. Research-oriented universities especially first-class universities as the cradle of top-notch innovative personnel training which has abundant resources of education, many kinds of disciplines, excellent teachers, free academic ambience and other advantages in education. Therefore, it should shoulder the responsibility of top-notch innovative personnel training. Undergraduate education has the fundamental role to top-notch innovative personnel. Personnel training mode determine talent training quality. Thus our research university should attach importance to top-notch innovative personnel training during undergraduate education, innovation of top-notch innovative personnel training and training of large amount of skilled talents for our country. As world-class universities has a long-term exploration for top-notch innovative personnel training and its achievements has been widely recognized. Our country is short of system introduction of top-notch innovative personnel training mode in research-oriented university. This study is based on component of personnel training mode and use ideal type method system to summarize research-oriented university around the world. Using international view on our current problems of top-notch innovative personnel training mode and then the study may offer valuable experiences to our country’s top-notch innovative personnel training mode.In the first part, it’s a introduction of research background and research significance and comb the related top-notch innovative personnel training mode domestic and overseas. In the second part,it’s a introduction of related concepts. To clarify the concept of research-oriented university is the priority to select object of study.A deep understanding of top-notch innovative personnel is very important for talents training. To analyze talents training mode is a critical for talents training.The third part is a introduction of talents training factors.Using international view and to sum up the experiences in US,UK,French,Japan,India and other countries’top-notch innovative personnel in Undergraduate stage. In order to provide some lessons for our country.The forth part is a brief introduction for top-notch innovative personnel in Undergraduate stage in our country.Firstly,based on the different ways of recruiting top-notch personnel, we divide top-notch innovative personnel in Undergraduate stage into major-oriented mode and subject-oriented mode.And on the basic of collecting materials,I start with the main components of talents training.I introduce the practice in top-notch innovative personnel in Undergraduate stage.The fifth part in based on the international view and point out the problems of top-notch innovative personnel in Undergraduate stage.Refer to the common practice of research-oriented university.I analyze the problems of subject designing, teaching method, teaching and researching, joint training, construction of campus atmosphere.In the last part,I analyze the problems and on basis of common practice in research-oriented and provide some advice on subjects designing, curriculum system, open education, construction of campus atmosphere and evaluation mechanism.
