With the continuous development and application of multimedia technology in teaching, modes and methods of instruction have been changed with better application of information technology and better control of teaching process. Study shows that English learning attitude and emotion could be improved with the use of information technology and English learning strategy which have advanced English performance significantly. For junior middle school students, learning strategy is one of the most main factors which influencing the learning behavior. The key issue at present is how to teach in a better and more efficient way. An improved design of learning environment is a good method to increase the effective use of technology and a better learning environment can inspire the interest of learners.Given the importance of the above research,should pay more attention to teaching for students more effective learning strategies, learning environment design and finishing on the related research of English learning strategy, to make use of the learning of English learning strategies are given for the necessity of constructive learning environment design. Then a survey of Changchun city 103 high school second grade students for English learning strategy use present situation, the purpose is to understand the current junior middle school students and teachers of English learning strategies use methods what are the problems and deficiencies. Then according to the existing problems, how to improve the effect of the use of English learning strategies put forward the constructive learning environment design strategies and methods. Finally in the junior middle school reading class, for example, the junior middle school English curriculum design case and the case evaluation and analysis.As English learning strategy plays an important role to improve English learning effect, solving the problems and deficiencies in learning strategy and teaching method as the main point, guided by the constructivism learning theory, a constructive strategy and method of learning environment design which could improve the use of English learning strategy has been put forward. Consequently, a targeted guidance could be provided to the implementation of English learning strategy.
