On The Construction Of University Security Management Mechanism In China

This thesis, firstly, begins with the relative conceptions of university security management, which analyzes the differences and internal relationship between college security management and administration. It can draw the conclusion that the present functional organization of university security management is simply engaged in management work of its duties rather than the actual national administrative management. Secondly, the paper makes a deep analysis of the history and problems of university security management in China and states some enlightenment by analyzing the college security management in Hong Kong, USA, Russia and other countries. Meanwhile, the thesis puts forward the idea of campus police system in China by learning from the system in America. Then, the paper presents some concrete suggestions for Chinese college campus security management mechanism through studying the targets and principles of the system establishment. In the case that the implementation of campus police system in our country does not have the objective conditions, we should construct a security management mechanism anchoring in the principle of administrative legality to meet the needs of university development as follows:Firstly, establish or legally grant functional organization of university security management with administrative authority by legislation and formulate University Campus Safety Management Regulations or Campus Security Act which contains the content of university security management; define the specific content of university safety management regulations; clarify the responsibilities of functional organization of university security management and its staff; give it the corresponding rights and propose requirements and restrictions to the staff. Secondly, build legitimate and efficient mechanisms system for university security management, namely, introduce the administrative organ with corresponding executive administrative rights to university security management; build a pragmatic, collaborative, and efficient administration system of campus security management; improve all types of regulations of safety management; form a high-quality and full-time security management team; raise staff, students, students’ families and social forces’ consciousness of participating in the management of university security.
