Based on requirements of scientific assessment of school students, the school-based course combines course resource of localization with course resource of characteristics, developing abundant and students’selecting various courses, whose purpose and core idea are development. The development of water resource protection on school-based course in primary school to protect environmental awareness of pupils accords with educational spirit of the new era. The school is an important place and vector for practicing education and is also an ideal place to develop quality education of pupils and social enlightenment, but some aspects which are integrated with the society like knowledge education, level, and evaluation system are short of the top plan and relevant structures. The educational content for water resource in primary school education at present is basic and single, and water resource protection for pupils’ understanding still remains the surface of slogan education, and the practicability, the pertinence and the guiding are poor. Based on the theory put forward by Zhou Hongyu, a doctoral supervisor and vice director from Department of Educational Science in Central China Normal University, the primary school attached to Central China Normal University put forward the idea of sunshine education, and combined the deep humanist tradition with the overall and mature course system, which was the powerful strength for the development of water resource protection on school-based course in primary school based on the rich experiences that the teachers had on course development. The research is based on the relevant theories on school-based course through the survey and analysis of the teachers and pupils from the primary attached to Central China Normal University, puts forward the analysis of current situation on school-based course of the school developing water resource protection, and analyzes it. Not only does it put forward theoretical support, but also it emphasizes practical guidance, better developing the school and providing development of pupils with service. The research firstly had a research and summary on the subject raised, based on the survey of current condition, analyzed theoretical basis and development background of development of school-based course on water resource protection in the perspective of developing school-based course, further had the feasibility analysis on practical exploration of school-based course of water resource protection, designed development of the school-based course to protect water resource in primary school, and did case study. The research shows development of school-based course to protect water resource greatly changes the environmental cognitive dimension of pupils, gives guidance on pupils’behavior, and improves teaching awareness, theoretical attainment and science research capability of the teachers at the same time. However, many problems followed the achievements. So the text puts forward the author’s own idea on how to grasp teaching goals, how to improve teachers’ ability, how to change roles at all levels, how to improve implementation model, and how to promote courses. The core content of the text is education on water resource protection, and expands the deep and wide education of resource protection based on scientific teaching of the original pupils. The text also collects lots of cases in practice and has reflection and summary.
