Since the reform and opening-up, the scale of population mobility arise from the transfer of rural surplus labor force in our country is continuously extending. Especially more and more migrant workers work in the city with their family, and their children’s education become a problem. With the development of China’s reform and urbanization, protecting the basic rights of migrant workers and their accompanying children become one of the urgent problems to be solved. The government have been introduced many policy measures to guarantee the Migrant Children’s fundamental right of education. The eastern coastal cities, as the concentration area of migrant population, made active exploration and attempt in solving the problem, and won more praise. Also because of the concentrate of migrant population, the local government need to solve lots of problems during resolving conflict of education interest between registered population and floating population, and to deal with some new confusions and challenges. In the historical background of deepening the reform of the party, having an in-depth knowledge of migrant children’s education problem in the developed zone, analyzing the problem we need to deal with to reach the equal treatment on education, researching the countermeasures to solve these problem, has great significance to other region to solve the migrant children’s education problem.Since the end of 2013, the author take Zhejiang Shengsi as survey objects. By questionnaire and interview, we have an in-depth knowledge of the basic situation about the local compulsory education and migrant children’s education. It was found by the investigation that under the influence of local geographical, Shengsi has obvious characteristics of intra-county economies. The increasing influx of floating population will bring a great challenge to its management. With "Integration with Difference" to solve the migrant children’s education problem, migrant children can attend a school with no barrier in Shengsi. Because of the significant mobility of migrant children, the education quality is not very good, and their comprehensive study ability need to be improved. Affected by the low levels of education, many migrant parents’education ability and education method are weak, and do not have family education consciousness. At the end of the article, the author point out that local government should clarify responsibility of relevant agencies. Strengthen the coordination between government departments, and do a good service to the migrant workers. Constructing scientific, rational, diversified ways of teaching quality evaluation, and excellent teachers exchange system to improving the quality of the migrant children’s education. Establish the cooperation education system between school and family, help parents raise the awareness of family education and participate in school management and student education. Last but not least, we should improve the migrant population’s community environment and play a good role of communities.
