As an important part of the vocational education system in China,secondary vocational education in the aspect of national macro policy has always been highly attention.For 30 years,the policy of "maintaining the proportion of secondary vocational education and general high school education" has always been consistent.But when we carefully examine to the development of secondary vocational education in underdeveloped regions,it is not difficult to find that ought to be a huge gap between reality.The policy of "maintaining the proportion of secondary vocational education and general high school education" didn't really get implementation in the education practice,the county vocational education compared with the ordinary high school education in terms of number of schools,school scale or in enrollment,the number student graduates and there is a large gap.Overall,the secondary vocational education attraction is not strong,the problem of social recognition is not high still is very outstanding.Restricting the development of secondary vocational education,the core issues are generally the following aspects:First,vocational education laws and regulations are not perfect,the development of secondary vocational education is lack of legal protection.Two is secondary vocational school students to study the channel has not been fully established,secondary vocational school graduates rising channel is poor.Three is the objective existence of light guiding leading heavy policy practice of the development of secondary occupation education in our country,the researchers of secondary occupation education in our country,the research team is not perfect,the system mechanism is not fully established,research results,secondary vocational education is lack of scientific theoretical guidance,objectively restricts the the development of secondary occupation education in our country.Four is the professional education of the professional setting and economic and social development is not coordinated,not adapt to the vocational education service economic society,the lack of function,make the development of secondary vocational education is lack of vitality.Five is the employment access system is not completely established and perfect up,Vocational schools or vocational schools do not read the same job,even don't read vocational school also first employment,resulting inpeople's desire to receive vocational education is not strong enough.This study on the theory of regional economics,human resources theory,occupation education theory as the foundation,with less secondary occupation education development in developed area as the main line,from the secondary occupation education development of the county from the perspective of case and case County Secondary School occupation education and economic and social development and poverty alleviation precise relations as the breakthrough point,the comprehensive application of literature research method,comparative research method,historical research method,survey method,case studies and other research methods on the research work,the thorough research on the existence and development of secondary occupation education in less developed areas in the county and the experience,reflections and prospects of the development of secondary occupation education under developed counties.At the same time in the form of case in recent years in underdeveloped areas of the secondary occupation education in promoting economic and social development,the employment of graduates,some good measures of precise poverty were summarized,summary and reflection of medium occupation education,how to better serve the economic and social development are discussed.This study on the basis of previous studies,combined with the current development of China's occupation education practice,put forward our country occupation education is lifelong and universal characteristics,and with the development of occupation education and popularization of these features will become more and more obvious.For building vocational education pattern in guizhou,the realization of vocational education backwardness catch up in guizhou,guizhou secondary vocational education should take "study guide,pay attention to practice,service industry,characteristic development,help poverty alleviation" road,by the scale of the project lead expansive development to scientific theory under the guidance of connotation development of a constructive way.This study puts forward the countermeasures and Suggestions of basically has the following three aspects:First,improve the secondary vocational education propaganda,and vigorously develop secondary vocational education.Second,strengthening the construction of the "double qualification" teaching staff.Third,complementary advantages,to strengthen the cooperation between vocational school in eastern and western areas in China,strengthening the cooperation between schools and enterprise.
