| Student-origin-based loan policy is an important way to realize education equality and establish a nation powerful in education. It is also an effective measure to promote balance between China’s eastern and western regions as well as realize education equality. As a province backward in economy in China, Guangxi begins its work of student-origin-based loan from 2008. Though it enjoys a rapid development and gains significant achievement, there are still some problems.On the basis of the research conducted by scholars from home and abroad, this thesis specially studies the administration of student-origin-based loan in Guangxi by using basic theory and method of public administration. Basing on the survey of student-origin-based loan in Guangxi Polytechnic of Construction, this thesis investigates and analyzes the implementation of student-origin-based loan in Guangxi to find out the defects in governmental support, policy formulation, institution setting, investigation before loan, administration after loan and establishment of credit system, thus making the conclusion that there is still a long way to go for the development of student-origin-based loan in Guangxi.In order to improve the administration of Guangxi’s student-origin-based loan, this thesis puts forward the following suggestions:in government, to improve the network of social support by using various measures such as stepping up the improvement of relative law and regulation as well as perfecting China’s personal credit system and performance evaluation system; in bank, to avoid credit risk, increase lending initiative and enhance communication with government and university to jointly accomplish student-origin-based loan work by establishing credit and insurance system and punishment of break faith as well as improving repaying system; in university, to comprehensively and actually evaluate student’s credit by transforming student’s employment concept, encouraging student to work in western regions, establishing student’s personal credit file coordinating with banks, and increasing employment guidance, especially for the working capability of student with financial difficulty. |
