| With the rapid development of the economy and the advances in technology, the human resource management is becoming more and more important and is becoming a key factor of a social cultural development. At present, the development of private colleges and universities is becoming increasingly fierce, the method of teachers’ performance evaluationshas been much accounted, the human resource is playing a key role in the the development of a school even the social spiritual civilization. The performance evaluations can be an incentive to the enrolment, teaching, research, employment and the scientific research of private universities, employment and social services and distributes the the traditional material, the finance resources and the human resource. Besides, it will contribute in teachers’job performance and future development. But most of private universities have the same performance evaluationsystem with public universities, each of the private universities must looking for their own performance evaluation system. In view of the teachers’performance appraisal methods in private colleges, this paper will analyze the Balanced Scorecard (BSC), witch is mostly used in the present large-size enterprises. The balanced scorecard considers four aspects:finance, customers, internal communication and learning and growth of the organization’s performance evaluation, focusing on the strategic development of school performance appraisal, balanced and comprehensive. According to the performance indicators to determine the relationship between the four dimensions of strategic objectives and design a suitable for their own development needs is established by using the Delphy Fa analysis and AHP method, the design of development suited to their own private college teachers’ performance evaluation the Balanced Scorecard (BSC) framework. Card four dimensions carries on the design to the performance appraisal of HL college teachers and list management by BSC, assessment and evaluation of the actual situation of the school and the short-term target by using index weight design, constantly on the vision on the road ahead to discover problems, analyze and solve problems. Through the actual operation of the accumulation and gradually improve the performance appraisal system, and has important reference significance to the school teaching and scientific research level.This thesis consists of five parts. The first part elaborated the background, purpose and significance of this thesis, and combined with some performance evaluation at home and abroad this paper summarizes research, and puts forward the innovative concept of the article, illustrates the research train of thought and basic framework. The second part introduces the related theory, focusing on the development, characteristics, functions and meaning of the BSC. The third part focuses on the basic situation of the HL college and promlems in the use of BSC in the daily management. The fourth part introduces the balanced scorecard to university teachers performance evaluations, through the school characteristics using the four dimensions of balanced scorecard design, conversion and effectiveness analysis and apply the balanced scorecard in private colleges, also can become a effective tool of performance evaluation. The fifth part raises and resolves matters that might happen in the design of BSC system.In this paper, the innovation is the use of the BSC in the private university teachers’performance evaluations, while the BSC is usually used in private enterprises. According to the actual situation of colleges and universities, a new performance evaluation system has been designed. |
