Study On The Government Function Of University Information Construction

Nowadays with the rapid development of information technology,information construction in Colleges and universities is more and more urgent and important.Different from other areas of society,university informatization means not only the profound reform in education and teaching improvement of information technology, but also the burden of personnel training for the country. University informatization has experienced the infrastructure construction and the development for nearly twenty years,and how to survive in the future when facing cloud technology and the Internet of things has been a crucial issue in front of the development of the times. The government takes effective measures to promote university informatization construction, which is the government’s responsibility,and has more realistic significance to effectively promote the reform and development of universities.The paper has three parts. The first part of this paper analyses the government function’s feature and space after confirming the definition of university informatization and government function theoretically then analyses and study university information construction from the space and orientation of government function, and timely puts forward the importance of government function in university informatization.In the second part, the effect of government function and current situation of university informatization construction have been analyzed. Although the Chinese government has achieved some success in the infrastructure, digital resource system,information education and application, there are still many problems in the first ten-year development, such as the absence of special laws and regulations, the lack of information standard, the effective planning mechanism, the rudimentary sharing mechanism and so on.The third part puts forward some pointedly solving measures: the governmentshould speed up the transformation of government function in the process of university informatization, make clear the main body responsibility of government in the educational resource information construction, make perfect educational resource informatization management system and mechanism, strengthen the leadership so as to provide a strong organizational guarantee for the educational informatization construction. Based on university informatization, the government should improve the quality and level of educational resource informatization construction from a strategic and development perspective comprehensively.
