In class theory, the impacts of fiscal decentralization on the provision of publicgoods by local governments are unclear. On the one hand, those who support thedecentralization will promote the local governments’ efficiency declare that:1)localgovernments have a more clear understanding on the needs of locals;2) Completecompetency system will bring ‘voting with their feet’ and ‘voting by hand’. On theother hand, those have the opposite attitudes towards decentralization believethat:1)The positive externalities of the local public goods will decrease the motivationof local governments, which makes them focus more on investment instead ofspending money on social welfare. Meantime, As a result of each province’s actualsituation is different, the uncertain factors of excessive. While the public productinvestment is a continuous process, which give public goods investment causesadverse effect.This empirical study is to investigate the impacts of fiscal decentralization onbasic education inputs. Meanwhile, explore the impact of fiscal decentralization onthe level of compulsory education changes after changes to sort out the developmentof China’s fiscal decentralization system and compulsory education finance system,from the theoretical and empirical, make relevant policies and recommendations.The conclusions of this study is, under the same conditions in the external factors,fiscal revenue decentralization is detrimental to China Compulsory Education level,fiscal expenditure decentralization is a positive impact on the level of China’sCompulsory Education. At the same time, the effect of financial expendituredecentralization on the secondary compulsory level of inputs is greater than the effectof investment in compulsory education in primary schools.
