For a long time, because of the college entrance exam, the writing has been a major part of the study of language teaching during the high school and junior middle school. In other words, in listening, speaking, reading and writing which are the four basic tasks in language teaching, it will be more emphasis on reading and writing, and blindly ignore contempt listening and speaking. After remedying, it had been evolved into teaching oral communication and paid more attention on oral teaching communicative and dialogue, which was different from teaching listening and speaking. Even with this development, oral communication is still at a disadvantage and detrimental to their own well-developed under the large system of language subjects. In view of the above adverse conditions, the exploration of the assessment of oral communication will perfect the oral communication system, and ultimately greatly advance the development of oral communication, and ultimately advance the development of oral communication greatly.Changsha City decided that the oral communication will be incorporated into the test exam system in 2015. But in the meantime, the oral communication has been teaching content in language subjects, not really appeared in the exam system among in the form of verbal language. Firstly, through value orientation, evaluation of the importance of oral communication language assessment in four areas, namely, to enhance the position of attention; optimization evaluation, and improve the system; encourage feedback to guide teaching; prominent validity, implement curriculum standards.
