The development of higher education for the disabled is developed to measure whether a country education undertakings for disabled persons, whether support policy is perfect, social civilization is an important symbol of advanced.Deaf people of higher education as an important part of our country’s higher education system, its development model directly affect the quality of the special institutions of higher education and prospect,In our country in the " national medium and long-term education reform and development plan outline(2010-2020) " made in starting from the core concept of " people-oriented " for the vision planning of higher education development model transformation, the higher education of the deaf shall conform to the overall development trend of China’s higher education, and put forward by the national reform and planning requirements, directional and multilevel in the transformation of development mode, further development of the cause of higher education of the deaf.Based on the above thinking, this study adopts the way of combining qualitative analysis with quantitative analysis, from the education development concept of "people-oriented", guided by the needs of the deaf students, analysis the problems of the higher education development model transformation of the deaf.In the aspect of qualitative analysis, according to the characteristics of the higher education system itself of the deaf,the development of ideas from three aspects for the study of the focus problems of higher education development model transformation of the deaf, among them, the development mode of research is mainly to the end of the current higher education development mode of the deaf, including performance model, resource model and features three aspects;Development research mainly includes the factors of the deaf, the analysis of higher education development model transformation and the structural factors in the transformation of development mode analysis two aspects;Development philosophy research is mainly based on "people-oriented" of sustainable development, the demand analysis of deaf students in the leading role of higher education development model transformation of the deaf.In quantitative research, this thesis mainly is given priority to with questionnaire investigation, four grade in Tianjin university of science and engineering college of the deaf college students as the research object, the formulation of "deaf college students guidance demand analysis questionnaire", based on different background variables and the requirements of different dimensions of deaf college students demand variance analysis, to provide higher education development model transformation research of the deaf demand information, the deaf students’ guiding to fully implement the "people-oriented" education, according to the content of qualitative analysis and quantitative analysis in front of the differences between the deaf students’ needs as a result, further put forward the countermeasures and Suggestions of higher education development model transformation of the deaf.
