Now the world has entered the era of economic globalization, talent has become a very important national competitive capital, especially high- level talent to master the most advanced technology in the world has become the focus for all countries and regions, so the introduction of high-level talents has become an important strategy to improve the regional competitiveness in different area of China. In recent years, local municipals attach great importance to the place on the high level talents, put forward the countermeasure of high level talents introduction series, such as Shanghai’s "Pujiang Talents Scheme" and "Hundred Talents Program"; Tianjin city "one thousand people plan" etc.. Compared with the developed coastal area, Liaoning Chaoyang City as the location disadvantage and other historical reasons, the economy has been in a relatively backward position, the reason is that the introduction of high-level talent mechanism is not perfect, lead to insufficient driving force for development. This paper is to study the subject, through in-depth studies of Chaoyang City the introduction of high-level talents countermeasures, hope that the discussion about how to improve the high level talents introduction mechanism, and promote the development of local economy.This topic is based on the flow of talent, talent incentive theory, which puts forward a set of more perfect area of high-level talent introduction mechanism, with the current era development trend, combined with my practical oriented, engaged in the Municipal Office for many years, through the questionnaire survey, data access, the introduction of relevant units and Chaoyang City people club Bureau, China Merchants Chaoyang City talent the person in charge of the Department to carry on the conversation obtained first-hand information, timely understanding of the status quo and the Chaoyang City guidelines for the introduction of talent policy,the introduction of work put forward practical suggestions for high level talents in Chaoyang City.The content of this paper is divided into five parts:the first part is the introduction, including the background and significance of topics, domestic and international research review, research ideas and methods; the status quo and problems of the introduction of high-level innovative talents for Chaoyang City in second parts, discusses the current situation of Chaoyang City, the introduction of high-level innovative talents, the main problem and the introduction of innovative talents of high level of existence, and a detailed analysis of the reasons for the introduction of talent problems, such as lack of talent priority development philosophy, area economy is weak, low level of social development; the scheme demonstration of high level talents introduction to Chaoyang City in third parts, such as the promotion of the related theoretical basis of high level talents introduction, the domestic and foreign advanced experience for reference, the improved scheme and feasibility analysis. And the fourth part is the countermeasures and suggestions of Chaoyang City high level talents introduction, put forward to make good talent environment foundation, constructs the reasonable introduction system, establish the system of retaining talent mechanism; the last part conclude that high level person strategy also need adjust.
