Under the new curriculum background, National policies promote to reduce the burden of primary and middle school students,The promulgation of these policies have brought many changes to school.On the one hand, the schools add more rich elective courses, students need to learn more subjects but the class time has no increase,school teachers need to teach students knowledge in the limited time; on the other hand, some schools close in advance,At that time the parents are at work,they have no time to manage their children,these changes for primary and secondary school tutoring market to provide opportunities.In science and technology developed today, knowledge and skills have become increasingly demanding,Parents put into more and more attention to the education,making social investment tutoring market greatly improved. The recent promulgation of the policies of the education sector, such as "Primary school up junior high school" exempted from exam and go to the nearest school, regardless of the difference between a liberal art and science,English and other subjects take the social exam, gradually a number of local colleges transformed into applied technology college, these policies backgrounds varying to some extent bring impact on the parents option for tutoring agencies.The theme of this study is the development and function of primary and secondary school counseling agencies. Therefore,in this paper the tutoring agency information is extracted in Baidu data centers and Ganji,58 city, in addition, I selected 600 high school students in six of Chongqing schools and 150 parents questionnaires, select teachers and 69 students tutor tutoring agencies conducted a questionnaire survey and sampling interviews, learn the present situation of China’s tutoring market and different people’s views on Chongqing tutoring agencies.This thesis consists of four parts:The first chapter discusses the introductory part of the proposed issue;Purpose and significance;Research ideas and methods;defined the core concepts,And conducted a literature review about the development and function of tutoring agencies.The second chapter developments tutoring institutions studied,By its present situation and development of the macro-survey carried out of context.Macro study focused on three aspects:Tutoring Organization market size;Views;types,Development context including the development process;Development Cause;Development Trend.Chapter III Findings of Chongqing City, tutoring institutions to function tutoring institutions conduct research,And from tutoring their own propaganda agency,Students, parents, primary and secondary school tutoring perspective on the role and impact mechanism.The fourth chapter is the conclusions and recommendations of this article,The main proposed five points:One is tutoring agency market mess,Most can not reach documentation requirements standard.It recommends that the Government formulate relevant regulations in accordance with various types of tutoring agencies that exist on the market to carry out Supervision and management.Second, reducing the burden of policy adjustment,Students can make a real burden,But not for participating in tutoring classes but increased economic family expenditure;Third, tutoring institutions themselves to enhance their core competitiveness-Faculty,Instead of spending a lot of manpower and financial resources in sales and Enrollment Procedures;Fourth, the unilateral ban serving teachers paid tutor during class without increasing teacher pay,This phenomenon is repeated only.Fifth, tutoring agency uneven market,When parents choose for their children to be careful tutoring,to determine whether the specific circumstances of the student tutoring, tutoring agencies need to choose suitable for students.
