Country's prosperity is decided by the people's intelligence that depends on education, the development of which lies in its staff. The university's staffs are professionals performing higher education teaching duties whose mission is teaching and cultivating people and training socialist cause builders and successors in order to enhance the whole nation's quality. So the function of the university's teachers is closely connected with economic development, national prosperity and the progress of the whole society.The aim of motivation and constrain in university is not only to arouse the whole staff's enthusiasm, creativity and to improve their efficiency, but also to guarantee their behavior direction and the university's development goal at the some path. So, to have a systematic study on the mechanism of the incentive and constraint and set up a reasonable one can benefit the construction of academic, the training of people and the improvement of the standard and efficiency of running a university. And this mechanism eventually can make the development of individual and school compatible.This thesis adopts the method of conclusive theory, special interview and questionnaire investigation, etc. Taking Qingdao University as an example, the essay attempts to carry on a comparatively deep analysis of the problems rooted in the current mechanism and tends to make a systematic discussion on the structure of the mechanism. At the same time it puts forward the principles and problems during designing a valid and feasible teachers' encouraging and constraining mechanism. Finally it may have a function of consulting.The thesis firstly expatiates on motivation, Constrain, Mechanism and main motivation theories, which lays the theory foundation for the whole thesis. Then it analyses the character of teachers, sums up motivation mode of teachers and the existing problems of it. Based on these, using the human resources index method, it carries on the classified contrast to the Qingdao University human resources condition and present situation to analyze and to put forward the policy proposal. Afterwards, carries on the summary to the full text research results, the induction proposed constructs the university teachers motivation and constrain model, and pointed out in the establishment of this mechanism should follow principle and attention question. In conclusion, how to enhance teachers' enthusiasm is complicated system engineering. Every motivation and constrain mode should be used synthetically in the management practice.
