It has become the great challenge for managers and theorists in institutes of high education how to make full play of the advantage of human resources in new era, provoke the teachers' enthusiasm and realize the healthy, fast and sustainable development. To meet up the problem, the key point lies in complete teachers incentive mechanisms.
