The Comparative Analysis Of City Integration Status About Floating Population In Chongqing And Shanghai

The realization of the floating population translating to local citizens and truly integrating into the local society is the important part of our country to promote the urbanization of population. Chongqing and Shanghai, which are municipalities directly under the Central Government and mega-cities and the core city of urban agglomerations, the number of floating population expands unceasingly and the city’s coordinated development of population, resource and environment is facing great challenge. In recent years, both of them carried out a series of reform in household registration system to promote the equalization of public service of the floating population. Chongqing carried out different policy of setting in cities and Shanghai carried out accumulated points system. But there are still some institutional obstacles in both places to hindering floating population from integrating into the city. This paper made an attempt to find two region’s different factors of barriers and explore the path of targeted measures in integrating into the city. The comparison of the integrated situation in two mega-cities has great importance to have a thorough understanding of floating population integrating in mega-cities and deepen the understanding of the transfer policy about the floating population in mega-cities.This article made an effort to explore the influencing factors of urban floating population integrating in both cities through comparative analysis, description of the comparative analysis and regression analysis. First of all, the article presented the research in domestic and foreign countries, different region’s policies and local successful experience about floating population integrating into cities, stressed the analysis of different policy of setting in cities and accumulated points system in Chongqing and Shanghai.Secondly, based on the survey data of dynamic monitoring about the floating population in 2014, this paper analyzed the difference between two cities such as individual characteristics, employment situation, public service, social insurance participation, residence will and so on. The research found that the floating population in both cities are in a state of "marginalized", in the the aspect of economic income level, public service satisfaction, social security, Shanghai is better than Chongqing, but in the aspect of housing security, Chongqing is better.Thirdly, the author did regression analysis step by step of residence will, analyzed the variables among influencing factors which affect floating population’s residence will in both cities. This study found that residence will are remarkably correlative to economic situation, public service, social insurance and flowing time. Housing property is remarkably correlative to residence will of Chongqing and housing accumulation fund is related to the floating population’s residence will in Shanghai.Finally, the author put forward several policy suggestions to promote floating population integrating into Mega-cities, such as the reform of household register, employment, housing, social insurance and the public service system. Increasing the floating population’s authority from individual level and calling on integration of various powers to overcome various difficulties in the process of floating population integrating into cities, so as to explore better approaches and measures to promote the integration of floating population into cities.
