With the development of economic globalization, knowledge economy, information technology and the internationalization of higher education is developing more and more quickly.As an important part of the higher education internationalization of Chinese foreign cooperation in running schools has also been rapid development. Chinese foreign cooperation in running schools emerged in the 80’s of the twenty Century, initially formed in the 90’s, is a new thing after the reform and opening up. Today, the reform and opening up has gone through 36 years, international cooperation and exchanges of education in our country has got the fast development. Chinese foreign cooperation in running schools continue to expand the scale, the level of running school level continues to increase and rising, school running mode has been diversified, opening to the outside world of higher education formed a comprehensive, multi-level and wide-ranging pattern.As one of the six provinces in Central China—Anhui Province in the rise of central China strategy development, facing the transformation of the mode of economic development and growth, the urgent need for a large number of complex and innovative talents, and training high-quality talents depends on education. Anhui University, Anhui Normal University, Anhui Medical University, Anhui Agriculture University, Anhui University of Science And Technology, Huaibei Normal University, six colleges and universities in Anhui Province as a key provincial university should assume the burden of high quality personnel training. So to research the Anhui province Sino foreign cooperative school running mode of personnel problems, reasons and the analysis of the problems, and put forward the corresponding countermeasures, to improve the quality of Chinese foreign cooperation in running schools in Anhui Province, changes in personnel training mode, to improve the quality and level of human resources in Anhui Province, is of great significance to accelerate the rapid development of economy in Anhui province.In this paper, the concept of the Chinese foreign cooperation in running schools, the concept of training mode of Chinese foreign cooperation in running schools, the mode of Chinese foreign cooperation in running schools in the history of the development of talent. And the analysis of the cause of the problem, according to the problems, puts forward six improvement of Anhui provincial key university cooperative countermeasures and suggestions for school personnel training mode, Including:strengthen government supervision and improve relevant laws and regulations, reduce the tuition, increase financial subsidies, cooperative communication between students and colleges and universities to expand and enhance the international influence, to play the overall advantages of the higher education in Anhui Province set up a diversified professional, to highlight the characteristics of the Sino foreign cooperative education, improve the internal management system of colleges and universities, to explore the training mode the characteristics of talent for the province of the school, improve the quality of personnel training, the demand for talents so as to better meet the local economic and social development.
