| And our government requires all universities to administer schools by law, establish and perfect respective charters. In order to adapt to the development of China’s higher education modernization, universities need to establish new institutions of governance. Universities by Sino-foreign cooperation are a special form of transnational education and different from the traditional model of higher education in our country. From the beginning of establishment, these universities are required to make charters. As a new form of education, universities by Sino-foreign cooperation have unique organizational cultures. Because of their complexity and particularity of governance, universities by Sino-foreign cooperation shall in particular conduct their management in accordance with the charter, and as a carrier of culture, charter must reveal unique organizational cultures. But the reality is that the charter is always put on the shelf and does not play its due role. This paper analyzes characteristics of organizational cultures of the universities by Sino-foreign cooperation from the perspective of organizational cultures, then explores problems of the charter, and according to special organizational culture, explores effective ways to the construction of charter, which have important implications for breaking bottlenecks of development and management of universities by Sino-foreign cooperation.In this paper, the author applied case analysis, interdisciplinary comprehensive study method and text analysis to clarify the concept of organizational culture of universities and expound the particularity of organizational cultures of universities by Sino-foreign cooperation and the content system as well as the necessity of charter. On this basis, the author elucidated the correlation of the two in theory and practice and by analyzing the very representative charter of universities by Sino-foreign cooperation, found out that there exists some deficiency such as unspecific text content, and insufficient commonweal principles etc. After mining analysis, from the four aspects of organizational cultures, this paper explored that organizational culture factors impacting the construction of charter mainly include:material culture factors: economic-orientation values affecting the transparency of accounting regulations and independent sources of funding affecting autonomy of the university in school-running, behavioral culture factors:no featured teaching style and study style, Institutional culture factors:weak concept of lawful administration and traditional management models and spiritual culture factors:unclear school’s philosophy and unscientific orientation of running the university.Finally, based on the particular organizational cultures of universities by Sino-foreign cooperation, this paper targetedly put forward some suggestions. Universities should standardize formulation procedure of charter, take school’s philosophy as the starting point, refine school internal management system, in accordance with the diversity of organizational cultures, balance the interests of all parties, establish organizational culture atmosphere to promote implementation of charter and amend charter with times. |
