Education is the key to promote sustainable development and improve the ability to solve the problem of environment and development. The creation of green school is an important part of quality education, while environmental friendly school is a continuation, upgrading and extension of green school, which has been incorporated with ecological civilization and is the organic component of the eco-city construction. For the concern of school builders and environmental administrators, it has been an important issue of how to make objective assessment of environmental friendly school and to seek opportunities for further improvement. Therefore, it is of great significance to conduct the study on the environmental friendly school evaluation index system and evaluation method, and setting up the evaluation criteria of environmental friendly school.At present, Yingkou City applies the percent quantitative assessment method to evaluate environmentally friendly school, but it is not scientific and reasonable enough. Aimed at this problem and from the point of scientific development, an evaluation method to calculate the comprehensive index value of environmentally friendly school is proposed based on an overview of the background of domestic and foreign environment friendly school and research progress of the evaluation methods. The membership function method is selected for the standardization of single index, the weight of each index is determined by applying the Delphi method and analytic hierarchy process (AHP) method, the comprehensive index value of environmental friendly school is calculated by using the comprehensive evaluation index approach. The index system involves three levels, the first level contains 4 subsystems: construction of soft environment, hardware facilities, practical activities, and, scientific and technological achievements; the second level includes 9 subsystems; and, the third level includes 28 single index layers. Moreover, the carbon footprint and the proportion of environmental protection funds are introduced into the evaluation index system to form a complete assessment index system. The evaluation basis and the criteria scope of 28 quantitative and qualitative indices are determined. The Experimental Primary School of Yingkou City is taken as a case study for the application of the proposed evaluation criteria and evaluation method. The research of this paper provides the basis for scientific decision-making and management of the evaluation of environmental friendly school in Yingkou City and promoting the construction of environmental friendly school.
