Since the 1980s, the university-schools collaboration has become a hot research topic in Britain and America. The re-construction thoughts made people have a new understanding of the complexity of education reform, people hoped we can deal with education reform problems by means of participation and collaboration, and then we can improve the quality of teacher education and school education. With the speeding up of China’s city development and rapid development of China’s urbanization, it becomes an urgent task to solve compulsory education problems for the migrant workers’ children. Private school education of migrant workers has attracted more and more public attention. Universities, governments, non-governmental organizations and schools are driven by facilitating the growth of migrant workers’ children and improving the teaching’s level in these private schools to work together.This paper concentrates on the topic that "How to produce the composition of forces ", and uses the methods of literature review, theoretical analysis, interviews, observation and case study to research the relevant content. This study contains three parts:the first part is mainly about the backgrounds of the U-N-G-S model of cooperation. Based on defining the concept of U-N-G-S collaboration, we explore the significance from the aspects of theory and practice, and sort out the previous studies; the second part, which is based on the perspective of public governance to analysis the model of U-N-G-S cooperation, makes a discussion and analysis about the research topics from three areas, including multi-agent in cooperation, cooperation mechanism, the effective cooperation; the last part focuses on the problems about model of U-N-G-S cooperation, and try to put forward some solving strategies. The results show that U-N-G-S collaboration which originates from "U-S" collaboration can be described as a new way of school reform, and which is unique because of the participating of administration and non-governmental organizations. The role of government in the managing schools is changing from "management" to "governance". The specialty of university is an important force in school reform. School’s autonomy is critical for a successful school improvement.The process of U-N-G-S cooperation is full of hardships:some obstacles between the collaborative agents, missing of the collaborative agents’ roles, the limited sources of funds, less time and space to communicate and frequent flow of staffs. Therefore, some suggestions are given to solve these problems:we should establish and implement mechanisms of cooperative communication and realize the ideal roles of the collaborative agents, and strive to perform our respective duties; we ought to broaden the sources of funds and form a long-term sustainable development mechanism about cooperation. We are also supposed to put more attention to establish the mechanisms of exchanging, stimulation, evaluation and others, etc. Besides, I’m looking forward to having an in-depth look at U-N-G-S collaboration. Meanwhile we can promote the collaboration project effectively and make good benefits from the collaboration.
