Research On The Construction Mode Of Entrepreneurial University

The Third Plenary Session of 18th Central Committee of the Communist Party of China has clearly put forward "to accelerate the innovative nation construction in China and to deepen overall education reform, improve the institutions and mechanisms of employment and starting business". With the advent of the knowledge-based economy era, the knowledge resources and technology resources of university play an increasing important role in the course of construction of national innovation system and the development of economy and society. However, it has become a universal focus of the whole society how to solve the practical problems in this stage such as the disjoint between talents cultivation of higher institutions and the need of economy and society development, the low contribution rate of technology R&D, and the solidification of university-running mode, etc. The goals of entrepreneurial university are to promote innovation and entrepreneurship and to serve country and society. Through experiencing the internal and external joint construction, it tries to expand university functions to meet the diverse needs of all aspects of society. The successful rise of entrepreneurial university will undoubtedly provide a practical realization path for strengthening the university’s transformation in China, deepening the higher education reform, and adapting to the demands of economy and society development. Based on the development facts of Chinese higher education, the situation of modern university construction and the development conditions of economy and society, this paper takes the exploration of how to build the construction mode of entrepreneurial university in China as its key content.This paper applies literature research, comparative analysis, case analysis, and system analysis method comprehensively to explore the construction mode of entrepreneurial university. First, this paper elaborates explicitly the concept and basic functions of entrepreneurial university and the connotation and characteristics of the construction mode of entrepreneurial university, analyzes the components of the construction mode of entrepreneurial university systemically, including purposes, structures, institutions, mechanisms and environment elements. And it also fully learn the advance approaches on building entrepreneurial university from the United States, Britain, Brazil, and other countries, which can provide theoretical basis and experience for building the entrepreneurial university construction mode in China. Second, this paper analyzes the foundation of building entrepreneurial university in China from four dimensions-power development, management system, organization forms and culture construction, and refines the existing principal problems and constraints. Based on these, it puts "govemment-industry-university-research collaborative innovation" as the point of penetration, focusing on the interactive subject modules and elements modules, and builds a general framework for the construction mode of entrepreneurial university in China. Third, taking the "government-industry-university-research collaborative innovation" as a concept, this paper chooses three universities which have already carried out the practice of building entrepreneurial university as research objects; it discusses deeply on how to build a construction mode of entrepreneurial university. Research results show that Fuzhou University focuses on building collaborative innovation platform to achieve the goal of being the strong entrepreneurial university in the southeast China; Zhejiang Forestry University focuses on putting the organization change of collaborative innovation and improving the organization system, aiming at accelerating the construction mode of ecological entrepreneurial university; Zhejiang Wanli College puts connecting closely to local economic development needs as its target concept, effectively changes the educational ideas to promote the construction of practical entrepreneurial university. Finally, viewing from the governmental management, this paper proposes some polices to guarantee the construction mode of entrepreneurial university in China moving fast from financial support, organization construction, mechanism forming, legal system, and some related aspects.
