Teachers teaching ability is the core factor of primary and secondary school teachers quality, is closely related with primary and middle school classroom teaching quality. Putting efforts to improve teaching ability of primary and secondary school teachers is not only purport of the implementation of primary and secondary school teachers’ professional standards, but also internal requirement of further promoting the quality of education, deepening the curriculum reform of basic education and cultivating specialized exquisite teachers of high qualities. However, primary and secondary school teachers teaching ability is rather low, which is becoming a bottleneck of the implementation of quality education and improvement of teaching quality. Even though there are a variety of approaches of improving teaching ability, not everyone is good enough to meet requirements. The problems of the main styles of teacher learning such as face to face teacher training, school based teaching and research, internet learning are limited opportunities, a lack of continuous support and pertinence, difficulties in guaranteeing teachers learning time, not all the teachers are fully participated. Because of the complexity of the classroom teaching practice and practical significance to push forward the reform of fundamental education curriculum, development of primary and secondary school teachers teaching ability must be a continuous process.Teacher mobile learning is teachers using mobile communication technology and network technology, with the help of mobile phones, smart phones, laptops, tablets and other mobile devices, to get educational resources and learning resources. During this process, teacher can choose any learning contents and learning methods that meet his demands at anytime and anywhere independently. It is both referred to teacher learning is happening when teacher moves and teacher uses mobile devices to learn. As a kind of new stage of development of informatization, mobile learning makes it possible that primary and secondary school teachers can learn every day, get rid of the limitation of space and time of primary and secondary school teachers’ professional learning. Because of mobile learning can happen anywhere and anytime, the learning resources are available, if primary and secondary school teachers want to learn, are willing to learn, have time to learn are within easy reach of learning opportunities and effective alternative means and tools, and thus it helps to overcome the contradictions of the working and learning and create a kind of ubiquitous learning environment for their development of teaching ability. Based on this, this study is about systematic research on how to develop teachers’ teaching ability from the perspective of mobile learning. The essay can be divided into four parts:The first part is about the definitions of teaching ability, development of teaching ability and mobile learning. In addition, the basic characteristics of teacher mobile learning are also showed.By using methods of comparative research and literacy research, the second part mainly discusses problems of the main styles of teacher learning that do not belong to mobile learning such as centralized face to face teacher training, school-based teaching and research and network learning when they are used to develop teachers’ teaching ability. The purpose is to explore combinations between main styles of teacher learning and mobile learning that can fully develop teachers teaching ability.The third part takes theories of informal learning, teacher professional development stage and self-oriented learning as theoretical basis, presents macroscopic and microscopic explanations of values of applying mobile learning to teaching ability development of primary and secondary school teachers, which is in the hope of using mobile learning to facilitate the development of teaching ability of primary and secondary school teachers in a better way.The forth part is emphasis of the research, The essay provides principle ways of applying mobile learning to teaching ability development so as to provide feasible advices for teachers. In addition, by using investigations as an aided investigation method, problems of applying mobile learning to the development of teaching ability of primary and secondary schools teachers are discussed, aiming to overcome its disadvantages. Practical strategies of development of teaching ability of primary and secondary schools teachers based on mobile learning are put forward from the perspective of reinforcement of external supports, constructions of mobile learning resources and improvements of mobile learning process to guarantee the development of teachers’ teaching ability.
