The Reform of Education and Teaching focused on Credit System in highereducational institutes has aroused huge challenges to the traditional higher educationaladministration affairs. Based on the high efficiency management, most of highereducational institutes established a set of Educational Affair ManagementSystem(EAMS) to aid the daily work, but the performance of most software systemsis not so well, therefore, it is necessary to analysis the fulfill process of educationalaffair in universities and try to find the obstacles and bugs in software system, anintegrated suggestion and plan will provide to the system optimization and fulfillenhancement of EAMS in the future.The main work of this thesis include:(1) summarize the development history ofuniversity educational management information system and the actual achievedresults, analyze changes characteristics of the goals and process of universityeducational administration in the Credit System, ensure the main management affairsEducational Administration in Credit System, and sketch suitable framework forCredit system educational Administration, discuss the defects in information resources,system development, system security and data sharing.(2) Based on the content ofeducational management system fulfillment and the unique characteristics, establishassessment index system on Educational Administration Informatization.(3) Comparethe various method to determine the weights of assessment system, and reveal that theExpert Scoring Method and AHP is the better choice.(4)Choice the FuzzyComprehensive Evaluation as analysis method and establish fuzzy analysis model to evaluate the efficiency and effect of educational management information system, thefunction of ZHENGFANG Educational Management Information System wasanalyzed by Fuzzy Comprehensive Model.(5) Some advices were provided and putforward to optimize the current Educational Management Information System, such as,in the field of the information resources collection, the main ways include ensuringthe accuracy, establishing data base and standardization system. A unified data centerwill be a good choice for the data sharing of EAMS, and security guideline androutine backup maybe very efficiency for system network stability. In the other side,the proposed certification strategy, digital signature policy and DRM strategy ishelpful for the system security and the humanity design and function modules are thecore requirements for the system development.The content of evaluation index system provided in this thesis will be suppliedand improved with the development of information systems in the future, and theinnovational assess system and method will be tried in the next step.
