The new high school English Curriculum Standards issued by National Ministryof Education has put forward higher requirement to high school spoken Englishteaching. English spoken language competence is regarded as one of the elements ofhumanity synthesizes quality. What’s more, in early1970s, many linguists, such asHalliday, Hymes and so on, considered that the goal of learning a foreign language isto communicate. Nowadays, with the development and cooperation of politics,economy, and culture, English, as an international language, becomes more and moreimportant, in particular, spoken English.However, in real school English teaching, because of the continual rigidexamination system, many high school English teachers, especially those who areteaching in rural county schools, pay much more attention to the marks of students incollege entrance examination but ignore the cultivation of students’ speaking skills.As a result, most of the students cannot dare to open mouth to speak in English aftermany-year English learning.In recent years, the researches on how to improve the students’ spokencommunication ability mainly conducted in colleges and universities, but seldomcarried out at high schools, especially in those county-city high schools whosestudents mainly come from rural areas.Therefore, this paper will use some methods such as classroom observation,questionnaires, and interview to do a survey and research on spoken English teachingin county high schools.
